SPOILER WARNING: This article contains major spoilers for "The Recruits," the second episode of "Arrow" Season 5.

In "The Recruits," the latest episode of "Arrow," Oliver's double lives came together when he discovered that Tobias Church and AmerTech -- a company that promised to help him with one of his mayoral projects -- were working together. As he pursued AmerTech's corrupt executives, he came across a new vigilante in Star City: Ragman.

However, Ragman isn't local to Star City -- not even close. As it turns out, he's from Havenrock. If that sounds familiar, that's because the town was destroyed by Damien Darhk's nuclear missiles in the back half of Season 4. What's more troubling, of course, is the fact that Felicity is responsible for the bomb being dropped on Havenrock as opposed to Monument Point, a more densely populated city; in order to save millions, she sacrificed the lives of tens of thousands instead.

During a rooftop meeting between Green Arrow and Ragman, Ragman revealed how he came into his powers. Just before the missile struck, his father wrapped him in "ancient" rags imbued with magic, which saved him -- and only him -- from the nuclear holocaust. Now, he is in Star City seeking revenge for the deaths, and that means dismantling AmerTech, the company responsible for making the weapon.

In that, it seems as if Ragman is interested in exacting revenge on anyone involved with the disaster. Since Felicity was behind the location of the strike, "Arrow" will likely explore this uneasy connection between the two -- something Felicity knows, and Ragman doesn't.
