Not all villains are made the same, some except defeat while others turn over a new leaf and join the good guys. Then there are the villains who are in it for the long haul, the villains that pursue their ominous dreams to the point of self-destruction.

The villains that will stop at nothing to make sure they are victorious are the scariest ones of all. They don't care who they have to hurt or what they have to do in order to execute their devious plots. Some anime villains are notorious for their inability to know when to leave things alone.

Up until meeting Gabi, fans did not think they could dislike a child so much. Gabi was brainwashed by the Marleyan government and was taught to believe that Eldians were the spawn of the devil. They lead her to believe that her only salvation was to become an honorary Marleyan soldier. Still, it’s obvious that Gabi is choosing to remain willfully ignorant.  She lets her misguided hatred overshadow logic. Her friend Falco was able to analyze the devastation that surrounded him and empathize with his enemies. Gabi remained steadfast in her beliefs and attacked the inhabitants of Paradis every chance she got, including anyone who helped her.

Team Rocket's Jesse, James, and Meowth were relentless when it came to pursuing their ultimate goal of capturing Pikachu. No matter how many times they failed, Team Rocket still showed up every day with a new ill-fated plan to capture Pikachu or any other rare Pokémon that might impress their boss, Giovanni. Their juvenile tricks always ended in a painful blast off. Still, the prospect of receiving the approval of their boss outweighed their inevitable daily defeat. Their innovative schemes include, but aren’t limited to, digging holes, creating fake contests, kidnapping Pokémon and using their abilities to capture other Pokémon (like Exeggutor), and using giant robots. Even though they always fail to capture Pikachu or a rare Pokémon, there is no quit in this team.

Freiza is a villain that refuses to be defeated or stay dead for that matter. He’s made himself Goku's eternal enemy, engaging in battle with him and Vegeta as many times as he could. He got most of his pleasure from planetary destruction and the enslavement of people. One of his main goals was to eradicate the Saiyan race which he eventually succeeded in doing. Still, these “victories” didn’t satisfy Freiza. He fought, tortured, and murdered many characters throughout the series, taking pleasure in every moment.

7 Hisoka Does Whatever He Can To Satisfy His Demented Desires (Hunter X Hunter)

Hisoka is one of the creepiest villains in Hunter X Hunter. He doesn’t seem to have any ambitions other than satisfying his blood lust. He constantly puts himself in life-threatening situations without any hesitation or fear purely for entertainment purposes.

His obsession with Gon is particularly inappropriate as Gon is an adolescent boy. He makes sure to take part in Gon’s advancement in order to nurture him for when he’s ready to fight him. Muzan is focused on building an unstoppable demon army. He is a powerful demon that creates as many upper and lower-level demons as he sees fit. He slaughters families at his leisure and doesn’t plan on slowing down anytime soon and isn’t above killing his own henchmen if they meet his standards. He’s responsible for creating all of the current demons in existence and has an obsession with perfection. Muzan doesn't care about the pain he causes and is determined to create a demonic hierarchy.

5 Overhaul Resorted To Torturing A Child In An Effort To Become Ruler Of The Villain Underworld (My Hero Academia)

Overhaul would stop at nothing to realize his dream of ruling the underworld and obtaining the ability to eliminate Quirks. This is why he found using his Quirk to place his boss in a coma because he disagreed with his plans completely acceptable. Being that his Quirk allows him to assemble and disassemble anything he touches, he convinced himself that it was fair because he’d eventually bring him back. Overhaul also wasn’t above emotionally manipulating and physically tormenting a child. He performed painful procedures on her daily, which included reassembling and disassembling her body. It’s no surprise that this limitless torture lead to his downfall.

4 No Amount Of Torture Or Experimentation Was Off Limits For Orochimaru (Naruto)

Orochimaru was a villain with no conscience. He wanted to unlock secrets about the human anatomy that would lead to lengthening his life span. To say he took his efforts too far would be an understatement.

He spent many years kidnapping children and experimenting on people with abilities he thought would help him on his journey to be immortal. The fact that he was willing to torture and murder innocent people and stage a village take over illustrated that Orochimaru was willing to do anything to bring his sinister dreams to fruition.

Shigaraki is All For One's protégé and leader of the League of Villains. He’s formulated several attacks against the U.A. students and pro heroes. He’s also responsible for orchestrating the kidnapping of Kachan in an attempt to recruit him into the League. He is extremely loyal to All for One and shares the same goal of wanting to destroy all heroes. With a disdain for his current society and a Quirk that decays anything he touches, Shigaraki is more than motivated to carry out his plans for destruction.

Not only is he determined to destroy All Might and create an unstoppable army of villains, but he also faces any form of defeat or capture with a smile as he knows his plans are bigger than any temporary loss.

1 Kaguya Became An All Powerful Tyrant That Lacked Emotion (Naruto)

Kaguya is a special type of villain whose own sons disagreed with her belief system. Kaguya didn’t start off as the cruel heartless being she turned out to be. Over time, the harsh treatment she received from the people around her and her growing power changed her personality. She became fixated on becoming connected to the God-Tree. Upon seeing her disregard for human life, her sons, Hamura and Hagoromo, sealed her away. This didn’t hold Kaguya forever, her will lived on in the manifestation of Black Zetsu. The fact that Kakuya’s will physically manifested and spent centuries manipulating people in order to shape a world where she could be revived is the ultimate example of persistence.
