It was often an important way for a character to experience development and let the audience understand what they value in a partner. However, not all characters are able to date. Overbearing friends, overprotective parents, and ridiculous rules often played a hand in preventing characters from finding romance.

Mr. Satan hugging his daughter Videl from Dragon Ball Z

Mr. Satan was introduced during the Cell Saga as a character with an overly inflated ego. He was the strongest man in the world, but compared to the main cast of the series, he was incredibly weak. He often resorted to lies so people would think he was still strong. One thing he didn't have to lie about was how protective he was of his daughter, Videl.
